Introduction
Transport units are often handled by several parties - the sender, the receiver, one or more carriers, customs authorities, etc. Each of these parties should be able to identify the unit so that reference can be made to associated information such as delivery address, order number, contents of the unit, weight, sender, etc.
ISO/IEC 15459 specifies a unique identifier for transport units, represented in bar code, and known as the license plate number. The identifier can be represented on a bar code label attached to the transport unit. The multi-industry transport label defined in ISO/IEC 15394 or EN 1573 defines the bar code label which should be used for this.
A license plate is assigned to a transport unit by the license plate issuer. Any license plate issuer shall be authorized by an issuing agency in accordance with the rules set by that agency and ISO/IEC 15459. Issuing agencies are authorized and registered by the Registration Authority; they are identified by an Issuing Agency Code which is assigned by the Registration Authority, and which is part of the unique identifier for the transport unit.
The Registration Authority publishes the register of Issuing Agencies and Issuing Agency Codes. The register also contains the registrations allocated under the (withdrawn) EN1572". There is a Guide for the application for an ISO/IEC 15459 Issuing Agency Code.
