QR Codes in Project Epidemic Prevention and Control

On January 19, 2020, the RZTJ-7 contract section of the Ren-Zun Expressway suspended construction after implementing site barriers, warnings, power shutdowns, and electrical cabinet closures. To collect epidemic-related information, the project team developed a series of forms. Staff submitted data to epidemic control officers, who aggregated personal health information for pre-screening purposes.

I. Health QR Code Design

Multiple platforms were considered for health QR code systems, including CaoLiao QR Codes, Wenjuanxing, and Wenjuanwang. All platforms allowed form submissions via WeChat scanning, with backend data generation. After evaluation, CaoLiao QR Codes was selected due to familiarity and functionality.

The platform provided pre-built epidemic templates. After choosing an "Employee Health Registration" template, we modified it to include:

  1. Mandatory fields:

    • Name, ID number, gender, age, registered address, current residence, geolocation
    • Activity history, close contacts, departure/arrival times, transportation methods
    • Current body temperature, health status, COVID-19 exposure history, commitment statement
  2. Optional fields:

    • Photos of activities, transportation, and companions
  3. Automatically captured fields:

    • Mobile device location, phone number

II. Health QR Code Form Pilot Testing

On February 9, 2020, a 10-person pilot test revealed the need for clearer instructions. We added:

  • Form completion guidelines
  • Example submissions

III. Health QR Code Form Rollout

After successful testing, the system was implemented for all 46 project staff. Key measures included:

  • Daily submission statistics in management groups
  • Immediate follow-up for missing submissions
  • Full compliance achieved within 4 days

Daily reporting continued from February 9 (resumption preparation) until staff returned to site. Post-return reporting became optional.

IV. Full Implementation of Health QR Code System

From February 9 to March 9, 2020, the system achieved strong adoption:

2. Data Processing Workflow

(1) Authenticity Verification
Cross-checked three address fields (registered, residential, geolocation):

  • Consistent entries: Validated
  • Inconsistent entries: Prioritized geolocation + phone verification

(2) Risk Classification
Residential/geolocation data was analyzed against epidemic zones:

  • High-risk: Within 2km radius → Delayed return
  • Medium-risk: Beyond 2km → 14-day isolation

(3) System Enhancement
On March 1, integrated Guizhou Health Code requirements:

  • Purple/Red/Orange codes: Entry prohibited
  • Yellow/Green codes: Permitted with isolation

V. Outcomes

The QR code system achieved:

  • Effective epidemic screening
  • Smooth return-to-work coordination
  • Seamless integration with provincial health protocols
  • Significant contribution to preventing external infection risks
