Application of QR Codes in Project Epidemic Prevention and Control

On January 19, 2020, the RZTJ-7 contract section of the Ren-Zun Expressway suspended construction after completing on-site barricading, warning signs, power disconnection, and sealing of electrical boxes. To address the collection of personnel epidemic information, the project department developed a series of forms. Employees filled out the forms, which were then compiled by an epidemic specialist. The specialist completed the statistical collection of personal epidemic information, enabling effective pre-epidemic prevention personnel screening.

1. Design of Health QR Codes
There are multiple platforms for health QR code reporting systems, such as CaoLiao QR Code, WenJuanXing, and WenJuanWang. Each platform allows the use of WeChat to scan QR codes as an entry point for reporting, enabling users to fill out forms step-by-step via mobile phones, with data generated in the backend. After comparison and considering usage habits, the project adopted CaoLiao QR Code as the platform for collecting epidemic information.
CaoLiao QR Code offers multiple epidemic-related templates. After selecting the employee health registration template, the form was modified. The form primarily consists of two parts: one is the mandatory self-filled section, including name, ID number, gender, age, registered address, residential address, location address, activities performed, people contacted, departure location, departure time, arrival time, mode of transportation, current body temperature, current health condition, whether infected with COVID-19, whether in contact with COVID-19 patients, whether in contact with suspected COVID-19 patients, and a commitment statement. The optional self-filled items include photos of non-contacted individuals, photos of activities, and photos of transportation modes and companions. The other part is automatically captured information, including mobile phone location and phone number.
2. Trial Filling of Health QR Code Forms
After the health QR code form was completed on February 9, 2020, a small-scale trial involving 10 people was conducted. Based on feedback, the form was modified, primarily by adding form instructions and examples.
3. Promotion of Health QR Code Forms
After the trial filling, the health registration form was fully promoted among the 46 personnel of the project management department. The daily form submission statistics were announced in the project management group. Those who did not submit the form were promptly notified and urged via phone calls to complete it. Within four days, all 46 personnel in the project department had fully completed the form. From the start of project复工 preparation (February 9) until personnel arrived on-site, individuals were required to report their health status daily. Reporting could be stopped or continued after returning to the project department.
4. Comprehensive Application of Health QR Code Forms

From February 9, 2020, to March 9, 2020, with strong promotion by the project department, the health QR codes were well utilized. The registration status and scan statistics for the two main health QR codes promoted by the project are as follows:

2. Information Processing
(1) Authenticity Inference and Confirmation
By logging into the QR code form management backend, the registered address, residential address, and location address were compared. If the three addresses matched, the submitted information was considered authentic and valid. If inconsistent, the location address was prioritized, combined with the residential address to infer the actual address, or confirmation was made via phone calls.
(2) Epidemic Point Query and Tiered Management
After confirming the authenticity of the information, the residential address (or location address) was checked against epidemic points. Using a 2 km boundary, individuals within or equal to 2 km were classified as high-risk and listed separately, with their return to work postponed. Those beyond 2 km were listed separately and placed under observation, with isolated residence for 14 days.
(3) Improvements and Revisions
Starting March 1, the project department implemented the scanning and registration of the Guizhou Health Code. Simultaneously, the QR code form was modified to include a section for reporting the Guizhou Health Code scan results. According to the code colors: purple, red, and orange codes were temporarily barred from entry; yellow and green codes were allowed entry but required isolated residence and self-observation.
5. Conclusion
From the initial implementation of the health registration QR code to the later inclusion of the Guizhou Health Code project, health QR codes were widely promoted and applied in the RZTJ-7 contract section of the Ren-Zun Expressway. They achieved significant results in epidemic prevention and control, making a substantial contribution to the project's efforts in preventing external input of the virus.
