Hangzhou Shangcheng District: Building a "Scan-to-Inspect" Waste Sorting Supervision System to Enhance Effectiveness

To further strengthen waste sorting efforts in residential communities, Sanwei Community in Jiubao Subdistrict, Shangcheng District, Hangzhou, has integrated QR code technology with community environmental inspections and supervision. By scanning QR codes via WeChat to access instant information, a new model of public supervision is being explored. The community's "Scan-to-Inspect" initiative focuses on tasks such as "waste sorting inspections," "stairwell hygiene checks," and "supervision records of grid instructors' waste sorting work," aiming to improve the community environment.

Instant Uploads, Instant Feedback

By collaborating with multiple teams, including community grid supervisors, resident volunteers, dedicated waste sorting managers, and property management services, the community is advancing the long-term governance of waste sorting. When waste sorting volunteers or grid supervisors identify incorrect waste disposal during patrols, they can scan the QR code at the disposal point to upload photos and descriptions along with location data. This ensures issues are collected and feedback is provided in real time.

Instant Resolution, Cloud-Based Handling

Issues uploaded to the cloud are automatically sent to the responsible parties based on their attributes. After rectification, real-time photos must be uploaded to ensure closed-loop management. For large waste items in stairwells, feedback is provided via the cloud to organize centralized cleanups, demonstrating the community's commitment to improving living conditions. Additionally, community leaders use cloud-transmitted waste disposal data to conduct irregular follow-ups and on-site guidance in areas with frequent issues, ensuring the long-term management of waste sorting efforts.

Comprehensive and objective inspection records on the QR codes combine "human defense and technical defense," creating a closed-loop process for identifying issues, assigning responsible parties, and supervising rectification. This enables refined management of waste sorting and stairwell organization. Inspection results and supervision records are automatically generated by the system, allowing work logs to be accessed anytime via QR code scans. Key and challenging issues are reviewed to provide one-on-one guidance for waste sorting efforts.

Next, the Shangcheng District Urban Management Bureau will collaborate with local subdistricts to establish a standardized, intelligent, and refined comprehensive community inspection system. Through smart technologies, waste sorting efforts will become more efficient, further enhancing residents' living environments.
