Danzhou Municipal Business Environment Development Bureau: Scan QR Codes for Streamlined Government Services!

"It's incredibly convenient! By scanning the QR code displayed at the service window with my phone, I can immediately see all required materials for road transport permit processing. Procedures like ownership transfer of ordinary freight vehicles, license allocation, and vehicle relocation registration are all clearly listed. This helps citizens understand the full documentation requirements upfront," said Mr. Zhang while applying for a road transport permit at the Business Environment Development Bureau's service window on November 28.

Since the launch of the second phase of thematic education initiatives, the Bureau has addressed common challenges such as difficulty locating service portals, uncertainty in application procedures, and error correction during submissions. By leveraging CaoLiao QR code platform, the Bureau independently developed a management system to streamline processes. They've created QR code guides for high-frequency services including:

  • Enterprise investment project filing
  • Engineering project filing guidelines
  • Online ride-hailing vehicle license issuance

These QR codes are prominently displayed at relevant service windows for public access.

"We convert service requirements from Word documents into QR codes using CaoLiao's platform. Citizens and enterprises can scan these codes to access detailed material checklists and procedures, effectively resolving documentation challenges," explained Zhang Wenwen, head of the Bureau's Fourth Approval Division. "Current QR code guides cover:

  • Road transport permit processing
  • Ride-hailing vehicle license application
  • Distributed photovoltaic project filing
  • Enterprise investment project re-filing
  • Engineering/non-engineering project filing workflows"

The QR codes also feature direct contact methods for staff members, including WeChat IDs and phone numbers. "Citizens can contact our staff for real-time remote guidance on online submissions, eliminating unnecessary trips and significantly reducing time costs," Zhang added.

In 2023, the Bureau processed nearly 10,000 enterprise investment filings, 800 ride-hailing licenses, and 400 freight vehicle-related procedures. The QR code system enables users to:

This innovation has substantially improved service efficiency and user satisfaction for both individual citizens and enterprises.
