In managing electric bikes, property management often faces a dilemma. Fire safety and housing authorities require stricter management, while some residents ignore劝阻 and park their bikes in building stairwells, lobbies, or even illegally tap into emergency lighting power for charging. Property managers lack enforcement authority, leaving them frustrated or forced to move improperly parked bikes themselves. But what if residents accuse the property management of infringing on their property rights?

Identifying the Problem

First, we need to understand why residents park electric bikes in hallways. Is it simply because they are unaware of the fire hazards? In our community, the issue stems from the original design: the designated bike parking is in the basement, which is inconvenient. Residents also worry about theft, insufficient charging spots, and high costs.

Targeted Solutions

Understanding the root causes allows us to address them effectively:

  1. Upgrade the underground non-motorized vehicle charging area with better charging stations and surveillance.
  2. Inform residents about the improvements and offer incentives, such as a month of free charging, to build habits.
  3. If possible, designate a covered parking area in open spaces.
  4. Assign patrol staff to organize, monitor, and record activities in these areas daily, providing regular feedback to residents.

Finally, reference the legal basis for "prohibiting electric bikes from entering buildings for parking or charging." Property management should educate residents to clarify that preventing improper parking and charging is justified. In conflicts, responsibility lies with residents. However, property managers should avoid aggressive attitudes that escalate disputes.

  1. "Fire Safety Guidelines for Electric Bike Parking, Charging Areas, and Civil Building Gas Use" strictly prohibit parking or charging in evacuation routes, exits, stairwells, hallways, or elevator lobbies.
  2. State Council's "Measures for Implementing Fire Safety Responsibility Systems" Article 18 requires property services to maintain fire safety facilities and evacuation routes,劝阻 and report obstructions.
  3. "Fire Protection Law" Article 60 imposes fines for violations such as obstructing evacuation routes or misusing fire equipment.
