Zhangye Highway Development Center: Experience Sharing on Fixed Asset QR Code Management System

The "Fixed Asset QR Code Management System," independently developed by the financial staff of the Zhangye Highway Development Center, has officially been launched after completing preliminary tasks such as asset inventory, information entry, and system testing.
Following the principle of "institutionalizing internal control requirements, standardizing business processes, visualizing application platforms, and informatizing management methods," the center carefully analyzed the achievements and shortcomings of state-owned asset management in recent years. Financial staff systematically studied the principles of generating dynamic QR codes and adopted a three-tier tree structure of "center - grassroots units - internal departments" to incorporate all fixed assets in use into the QR code system for unified management, achieving bulk QR codes generation for assets.
Additionally, the system grants corresponding permissions to asset users. By embedding associated forms in the backend, users can scan the QR code labels attached to the physical assets with their mobile phones. When querying asset information, they can submit requests for asset information changes. Asset managers verify the application information and complete online real-time approvals, with all updated asset information being fully traceable. This effectively addresses the difficulty of tracking asset movement processes and creates convenient conditions for全员参与固定资产管理 (full staff participation in fixed asset management).
During the system development process, the center formulated an implementation plan in advance, held multiple progress meetings, and conducted cross-checks on backend data information. They required deep integration between the finance and business departments, fully leveraging the advantages and vitality of new employees' information technology capabilities. Actively seeking opinions and suggestions from asset management personnel and aligning with the practical requirements of the "I Do Practical Things for the Masses" initiative, the center initially achieved "online processing and 'code-based' processing" for asset management business within the unit. This not only alleviated the asset management pressure on grassroots units but also laid the foundation for implementing the "tightening belts" requirement in the state-owned asset sector, promoting internal sharing and共用 of state-owned assets, and advancing the "maintenance in place and responsibility implementation" work.
Moving forward, the center will use the operation of the asset QR code management system as an opportunity to further improve the working mechanism connecting asset value supervision and physical management through "Internet+" informatization means. They will optimize the business processes combining "online" inventory and "offline" stocktaking, strive to cultivate a group of capable asset managers, establish a practical and effective asset management system, and explore innovative and efficient asset management approaches. This will further strengthen and instill the awareness among employees that "everyone is an asset manager," continuously enhancing the精细化管理水平 (refined management level) of state-owned assets.
